Seeking Nursing Home Administrators and Residential Care Facility Administrators to Serve as Subject Matter Experts

​The Health Licensing Office (HLO) is seeking both licensed Nursing Home Administrators (NHA) and licensed Residential Care Facility Administrators (RCFA) to serve as part-time subject matter experts (SMEs) for complaint investigations. A SME is an independent contractor who assists in investigations of and cases against Oregon licensed NHAs and RCFAs. SMEs may be called upon to assist the HLO in various ways, such as: examining complaints, working with a HLO investigator when investigating licensees, providing opinions about community standards, and competently testifying during hearings.

SMEs must be able to review and analyze client records, interview licensees and witnesses, draft investigatory reports, and testify at hearings. SMEs must also be knowledgeable about NHAs or RCFAs community standards, and the ability to apply community standards to facts is essential. SMEs must be able to respectfully interact with individuals holding different points of view.

At a minimum, SMEs must:

  • Hold an active NHA or RCFA license in Oregon;
  • Have maintained an active license for the past five years;
  • Be in good standing with no current or pending disciplinary action; and
  • Be available to commit to approximately 5 to 20 hours per month.
